In XIX century Azerbaijan being   one of the significant   economic regions of Russian Empire formed a specific economic sphere. Excise politics became one of the important parts of economic policy during tsarism, as well as later aims to regulate different economic spheres.

The reviewed book deals with research of excise politics in Azerbaijan during tsarism. This book informs on the definition of influence of excise politics on economy in the regions. In the book is given the result and alterations of social-economic structure in society. Factual materials collected in the book, reveal insufficiently investigated problems of excise politics in historiography of XIX century, and its impact on economic development.

On the other side, of particular interest is the detailed research of implementation   of later on the level of economic development in Azerbaijan, including statistic materials given in the book.
